White Paper for Funding Application: Grant Application, Light Industrial Incubator Development, Trade Free Zone Implementation, Economic Development Marketing, Construction Assistance, and Training Program Enhancements, Saipan Metal Works (SMW), Commonwealth of the North Marianas Islands (CNMI))

In the wake of increasing economic globalization, U.S. free trade and minimum wage laws, and visa requirement changes, the economy of the CNMI has been devastated, and projections are for further declines. In collaboration with client and John M. Knox & Associates, fleshed out a strategy to create new export income for Saipan by developing light industry, using existing industrial facilities and incentives for new ones. Projected future employment and income with and without the project, and developed preliminary feasibility costs and revenues. Back to the project list.

Public Costs and Benefits Assessment, Sheraton Maui Redevelopment, Starwood Development

The proposed resort's changes included: (1) Renovating or replacing 510 hotel units with an equal number of larger hotel units to attract higher-spending visitors; (2) construction of 270 new condo-hotel units and 140 resort-residential units, most of which are expected to be used as vacation homes; and (3) significant expansion of other resort amenities – a spa, retail and restaurant, and meeting space. Evaluated the changes in visitor and resident days, visitor and resident spending, employment, population, and income, and fiscal costs and benefits to the County and State from the proposed development. Used Hawaii State Input-Output model parameters for analysis, reformulating the model to suit the project characteristics. Back to the project list.

Economic Benefits Assessment, Renovation and Redevelopment, Princess Ka‘iulani and Moana Surfrider Hotels, Waikiki.

Conducted studies of the two separate projects’ impacts on employment, population, income, tax revenues, and public costs to the City and County of Honolulu. Environmental Baseline, Ski Area Expansion, Ruidoso, New Mexico

For the local Native American corporation in cooperation with the U.S. Bureau of Indian Affairs, conducted socioeconomic and land use baseline studies for major expansion of the ski area.  Back to the project list.

Socioeconomic and Land Use Permitting Documentation, Telecommunication Tower Facilities, New York City Area

Conducted program planning activities for field investigations to obtain permits for cell phone transmission towers.  Back to the project list.

 

Redmond (WA) Town Center EIS, Town Center Associates

Coordinated subcontractors, and wrote several sections for the EIS for the proposed large regional shopping mall at Redmond. Land use compatibility issues with the adjacent city core, and loss of open space, were major issues. Incorporated market feasibility analysis, and developed fiscal impact assessment model, to assess impacts on numerous taxing and service jurisdictions potentially affected by the development, including large transportation expenditures needed to service the center.  Back to the project list.
International Fisheries Feasibility Study, Orcaworks, Inc.

Conducted analysis of fisheries resources for all major fisheries in the world, including catch and catch value by species, type and number of vessels, and catch loss by predation. Purpose of the analysis was to identify primary potential markets for a very unique newly-developed product to reduce catch predation.  Back to the project list.

Evaluated retail expenditure patterns by zip code for the Kitsap Peninsula and Bainbridge Island to predict the market feasibility of a mid-sized shopping mall.  Back to the project list.
Market Feasibility and Competitive Position Analysis, Veazey Quarry, Enumclaw, WA, Meridian Land and Mineral Company

Projected supply and demand for quarry rock in the Puget Sound region, and evaluated competitive strengths and weaknesses of potential competitors for this large proposed rock quarry.  Back to the project list.

For multioffice legal firm, projected future economies and economic interaction for six cities in the Pacific Northwest.

Grand Ridge EIS, Issaquah, WA, Port Blakely Associates

Coordinated subcontractors, and wrote and edited the EIS for a large (2,200+ acre) planned mixed-use community proposed for the Sammammish Plateau. Project was at the time the largest residential development proposed in the region. Primary issues were transportation, water quality and quantity, wetlands, and aesthetics.  Back to the project list.
Sunset Interchange Funding Analysis, Issaquah, WA, Port Blakely Associates

Assembled and coordinated a panel of the regions foremost transportation experts to determine the best ways to fund the Interchange to serve the Sammamish Plateau. Among many alternatives, a plan was developed to establish a special improvements district to supplement developer contributions, state and federal funds.  Back to the project list.

EIS, Red Dog Copper and Zinc Mine, near Kotzebue, Alaska, for Cominco Mining Company

Responsible for land use and socioeconomic baseline and impact analyses for large proposed mine in northern Alaska. Maintenance and enhancement of Native socio-cultural values were a major issue for the project.  Back to the project list.
NEPA EIS, Poplar Lane Apartments, Snohomish County, WA

Managed production, edited, and wrote most of the EIS for an approximate 150-unit apartment complex.  Back to the project list.

Economic Benefits Assessment, Expansion of Sheraton Poâi Resort, Kauaâi, Hawaii

Assessed direct employment, population and tax payments to Kauaâi and the State. Using State Input-output model, developed full estimates of indirect impacts, including those arising from spending by both timeshare (382 new units) and hotel (18 new units) occupants at the proposed resort expansion.
