Haiwee Geothermal NEPA Programmatic NEPA/CEQA EIS, Inyo County, CA, U.S. Bureau of Land Management
Responsible for socioeconomic analyses (population,
labor market, housing, public services and facilities,
fiscal, and environmental justice) for BLM Proposed
Action to revise leasing policies for geothermal power
exploration and development. Established Reasonable
Foreseeable Development scenario, describing potential
on-site development that might occur under the new
leasing policies, estimating employment, income, and
timing, as basis for impact analysis. Used IMPLANĀ®
to develop total impacts of policy changes. Evaluated
Environmental Justice issues. Back

Washington Water Quality Needs Assessment
Coordinated team of 25 state specialists for the Department of Ecology in $500,000+ project to develop comprehensive inventory (over 2,000 projects in the relational database, based on extensive surveying) of Washington's 7-year water quality protection needs, including annual cost estimates. Categories included were: Municipal wastewater, industrial wastewater, urban
storm water, on-site waste disposal, agricultural pollution control, forest practices, lake restoration, shellfish protection, groundwater protection, surface water quality, and water quality monitoring and laboratory needs. Worked with statewide citizens' advisory committee and technical advisory committee to develop criteria to prioritize funding allocations for those needs. Back to the project list. |

Washington State Department of Ecology
Contract Assistant Director for 1,400-person agency, responsible for developing economic analysis of Governor's proposed state air quality program. Evaluated program's effect on industrial emissions and state revenues from permit fees, and the impact on the state's economy. Program was passed essentially as proposed. Back to the project list. |
Economic Forecasts, EPA Region 10
Developed economic forecasting models for
each of all four states in EPA Region 10 (Washington, Oregon, Alaska, and Idaho). Forecasted 20-year-ahead employment, State Gross Product, and income for all four states. The models utilized a variety of techniques, including input-output, base-nonbase, and econometrics. Back to the project list. |

NEPA EIS, 201 Facilities Sewer Plan, Missoula, MT, USEPA
As Principal Investigator, wrote EIS sections addressing growth impacts of sewage collection and treatment alternatives. Primary issue was transportation impacts of urban density changes; developed gravity transportation model to address these issues. Back to the project list. |
Corridor Use Study, Washington Department of Natural Resources
Conducted planning studies for an abandoned Burlington Northern rail line, including a variety of transportation and recreational uses. The study included goal and objective setting, detailed land use investigation of the ROW and proximate areas, feasibility and impact analyses. The trail is now operating as the John Wayne Trail, running from the Seattle region to the Idaho border. Back to the project list. |
