Responsible for county and subcounty population
estimates and forecasts, extensive environmental mapping by field surveys and
GIS entry, and the public services and infrastructure element of County
Comprehensive Plan. Represented County on Regional Planning Advisory Board
of the Denver Regional Council of Governments. Testified at rezoning hearings.
Managed study of the fiscal feasibility of incorporation for a large mountain

Kirkland, WA, Growth Management Act Comprehensive Plan EIS
Contributed to plan development, and wrote and
edited the programmatic EIS for Kirklands GMA Plan, including all elements
(water resources, land use, wetlands, aquatic and terrestrial flora and fauna, etc.).
Developed model to facilitate analysis of impacts of plan alternatives on affordable
housing. Presented results to the City Planning Commission. Project was part of WA
statewide pilot project program to integrate state's revised planning and environmental

City of Buckley, WA, Comprehensive Growth Management Plan and GMA/SEPA EIS
Assisted in managing team of subcontractors to develop the Plan and EIS. Wrote infrastructure element of the Plan. Conducted concurrency analysis. Back to the project list.

VISION 2020 Regional Plan and SEPA EIS, Puget Sound Regional Council
As Principal Investigator, developed large fiscal and demographic database and econometric model to evaluate the impacts of five Plan alternatives on public service costs (including environmental, land, water, and infrastructure programs) for 80 jurisdictions in the Seattle region. Evaluated various states' revenue sharing programs. Assessed capacity of the region's infrastructure to accommodate population and employment growth under each alternative, and evaluated PSRCs forecasting models. The reports were praised by PSRC Project Manager as the best of the approximately 20 subcontractors for this major, standard-setting regional plan. Back to the project list.

Route Selection Study, Pierce County (WA) Road Department
Conducted feasibility/suitability evaluation for six alternatives for the extension of Canyon Road in the urban fringe area of the County. Issues addressed included wetlands, land use, water quality/quantity, level of service, compatibility with non-motorized transportation, noise/air quality, and population relocation. Development Strategies Plans, St. Paul and St. George, Alaska, Alaska Department of Community and Regional Affairs
Developed land use plans for the islands. Performed cost-benefit analyses for development of chosen new industries of harbor development to better serve the Bering Sea fishing industry, fur-sealing, ecotourism, and fisheries, and projected employment and income from new industries. National and Regional Physical Development Plan for Qatar
Deputy Project Manager for a $3.5 million comprehensive 25-year development plan for world's
richest (per capita) country, covering ground-up analysis and policy development for environmental
protection, land use, urban hierarchy, infrastructure, institutional effectiveness, housing,
transportation, social and cultural resources, and economic development. Authored Future Development
Requirements, Major New Development Impacts, and the (exhaustive) National and Regional Strategic
Plan Alternatives Reports. Conducted multi-attribute goals/objectives, fiscal, full-cost, and
economic cost-benefit analyses for alternative and proposed programs and policies.
Contributed to local community land use plans as member of
multidisciplinary team of planners, architects, engineers, and GIS specialists. Conducted workshops for government officials and advisory
committees, including Supreme Council staff in hands-on workshops at the
Emiri Diwan (Emir's Palace). This is the world's first national plan to be conducted entirely
using a Geographic Information System, integrated with socioeconomic and transportation models. Back to the project list.

Development Capacity Analysis and Transportation Model Calibration, City of Auburn
Pursuant to the Washington Growth Management Act and its amendments, developed data base, methodology and estimates of population and employment capacity under current Auburn zoning. Developed 11,000-parcel database from King County Assessor’s office to support the methodology. Provided base permit information for State OFM estimates of population. Evaluated population projections for transportation model calibration. Conducted fiscal analyses and developed documentation for city annexation of two large areas (approximately 1,500 and 4,500 population). Back to the project list.
