Socioeconomic Impacts and Planning Studies, Relocating Marines from Okinawa, Visiting Aircraft Carrier Berthing, and Army Air Missile Defense Task Force, Guam and Commonwealth of Northern Marianas Military relocation, U.S. Department of Defense (DoD)
The DoD, pursuant to agreements between the governments of Japan and the U.S., is planning to relocate military base and related operations from Okinawa, which would greatly impact the economies and societies of the receiving islands, including by far their largest construction capital investments ever and preliminarily, an overall long-term population impact of up to about 30 percent. Conducting baseline and impact studies to estimate the impacts and implications for land use, infrastructure (ports, roads, water and sewer, power, schools, social infrastructure), and fiscal conditions for the receiving governments. VISION 2020 Regional Transportation and Land Use Plan SEPA EIS, Puget Sound Council of Governments
As Principal Investigator, developed large fiscal and demographic database and econometric model to evaluate the impacts of five Plan alternatives on public service costs for 80 jurisdictions in the Seattle region. Evaluated various states' revenue sharing programs. Assessed capacity of the region's infrastructure to accommodate population and employment growth under each alternative, and evaluated PSCOG's forecasting models. The reports were praised by PSCOG Project Manager as the best of the approximately 20 subcontractors for this major, standard-setting regional plan. Back to the project list. |

Route Selection Study, Pierce County (WA) Department of Public Works
Conducted feasibility/suitability evaluation for six alternatives for the extension of Canyon Road in the urban fringe area of the County. Issues included wetlands, land use, water quality/quantity, level of service, compatibility with nonmotorized transportation, noise/air quality, and population relocation. Back to the project list. |
Federal Detention Center NEPA EIS, South Seattle Region, U.S. Bureau of Prisons
Wrote all sections of the EIS, except noise and air, for three alternative sites for a major penal institution. Developed gravity transportation model for the three sites. Back to the project list. |
Sunset Interchange Funding Analysis, Issaquah, WA, Port Blakely Associates
Assembled and coordinated a panel of the regions foremost transportation experts to determine the best
approaches to fund the Interchange to serve the Sammamish Plateau. Among many alternatives, a plan was developed to establish a special improvements district to supplement developer contributions,

Corridor Use Study, Washington Department of Natural Resources
Conducted planning studies for an abandoned Burlington Northern rail line, including a variety of transportation and recreational uses. The study included goal and objective setting, detailed land use investigation of the ROW and proximate areas, feasibility and impact analyses. The trail is now operating as the John Wayne Trail, running from the Seattle region to the Idaho border. Back to the project list. |
Effectiveness Evaluation,

Conducted comparative evaluations of costs and effectiveness for seven states for study to assist effectiveness of OR state transportation department, including staffing, costs by function, miles of road planned, constructed, and maintained, and other factors, based on both surveys of state transportation managers, and econometric analysis. National Hazardous Waste Management and Environmental Remediation Plans Programmatic EIS, USDOE
Responsible for transportation, infrastructure and water quality methodology and analyses for the EIS to clean up all hazardous wastes on all 50 USDOE installations in the USA. Back to the project list. |
NEPA EIS, 201 Facilities Sewer Plan, Missoula, MT, USEPA
As Principal Investigator, wrote EIS sections addressing growth impacts of sewage collection and treatment alternatives. Primary issue was transportation impacts of urban density changes; developed gravity transportation model to address these issues. Back to the project list. |
Kirkland, WA, Growth Management Act Comprehensive Plan SEPA EIS
Contributed to plan development, and wrote and edited the programmatic EIS for Kirklands GMA Plan, including all elements (infrastructure, water resources, wetlands, aquatic and terrestrial flora and fauna, air quality, hazardous wastes, housing, land use, aesthetics). Developed model to facilitate analysis of impacts of plan alternatives on affordable housing and housing costs in general. Evaluated interjurisdictional issues (Redmond and Bellevue). Project was part of WA statewide pilot project program to integrate state's revised planning and environmental requirements. Back to the project list. |
Redmond (WA) Town Center EIS, Town Center Associates
Coordinated subcontractors, and wrote several sections for the EIS for the proposed regional shopping mall at Redmond. Incorporated market feasibility analysis, and developed fiscal impact assessment model, to assess impacts on numerous taxing and service jurisdictions potentially affected by the development.
